The Opportunity
Corporate Facilities provides the City of Barrie with expertise in four key service areas: facility planning, design and construction; maintenance and property management, facility asset management and energy management. As a Centre of Excellence for a large and complex inventory of physical assets, the department comprises all the necessary functions and lines of business to ensure the full life-cycle management of the City of Barrie's facility and property portfolios.
Under the general guidance and direction of the Manager of Facility Planning and Development, the Senior Project Manager, Capital Facilitates position is responsible for undertaking, directing, and managing the planning and implementation of the City of Barrie's Business Plan projects that are developed by or assigned to the Corporate Facilities Department. This involves managing and supervising the project lifecycle of new facilities and/or major renovations to existing facilities and change management space planning. Additionally, this position supports and participates in the Department's proactive approach to the planning of projects, value-based design solutions and construction implementation for City facility projects. This position provides current technical and customer service support, supervises direct report staff, executes project plans and oversees the completion of capital projects. In addition, this position incorporates and imbeds into project designs principles from disciplines including but not limited to civil, structural, architectural, mechanical, electrical, and building automation and controls to ensure compliance with current government regulations, guidelines, standard processes and sound architectural and engineering practices. Lastly, this position populates and utilizes software to develop effective short-term and long-term move and change management plans for City facilities. Overall, this position contributes to the successful planning and distribution of City resources for facility projects and ensures the successful implementation of capital facility projects as outlined in the City's Business Plan.

Education (degree/diploma/certifications)
Four (4) year University Degree in Construction Management, Architecture, Engineering, or related discipline Project Management Professional (PMP) Certificate from the Project Management Institute (PMI) or similar
Experience
Five (5) years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory/complex public procurement/stakeholder management/complex capital public projects experience
Demonstrated experience leading in a unionized project team environment
Knowledge/Skill/Ability
Proven ability to manage change in a Municipal and union environment
Proven ability to communicate effectively in visual (i.e. presentations), written and verbal (facilitation) form to enhance communication and promote collaboration
Excellent time management, analytical, problem-solving and research skills
Demonstrated ability to build strong relationships with management and staff and internal alliances/partnerships; to foster amicable relationships with employee groups; to align departmental programs and services with Corporate goals and objectives and to champion the mission and values of the City
Advanced computer literacy utilizing Windows XP, Windows 7, Microsoft Office Suite (Excel, Word, PowerPoint, MS Project, Visio, etc.), AutoCAD and/or Revit, Adobe Acrobat, GIS Portal
Advanced skills include: Analytical; Interpersonal; Leadership; Organizational; Presentation; Problem Solving; Project Management; Supervisory; Written Communication
Demonstrated ability to operate standard audiovisual (AV) equipment
Availability to accommodate deadlines, meeting/site review attendance and/or peak period workloads that may extend beyond the normal workday or occur on evenings and/or weekends

- Please note, the City has recently launched a Hybrid Work Program Procedure that may allow a hybrid work arrangement for employees who meet the eligibility requirements.
Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
Wage: This a permanent full-time non-union position with the following pay level and 2023 pay range:
Pay Level: Level 13
Yearly Salary: $93,241.87 to $124,930.95 per year
Hourly Pay Rate: $51.23 to $68.65 per hour
