Richmond School District operates 38 elementary schools, 10 secondary schools, alternate programs, continuing education and a number of additional facilities. The district enrolls approximately 21,000 students (K-12) and employs over 3000 dedicated staff.
The Assistant Project Manager provides support to the Richmond Project Team and Facilities Services Division, assisting Project Managers in delivering both minor and major capital projects. The role involves close collaboration with Richmond School District staff, school administrators, City of Richmond staff, and external contacts.
Major Duties and Responsibilities
Confirm and document the detailed scope of work, conducting investigations on site-specific factors such as asbestos presence, environmental sensitivity, location of services, and space availability, among others, which could impact project cost and timeline.
Prepare and manage the project budget, schedule, and cashflow projection, obtaining approval from the funding authority.
Maintain accurate computerized accounting records, clearly identifying variances between the project budget, actual commitments, and costs, and forecasted costs to complete.
Regularly prepare and distribute written project status reports to the Client Representative, Project Manager, and Director, Richmond Project Team.
Initiate, organize, monitor, and direct the efforts of the Project Team, consisting of the Assistant Project Manager, Design Team, Client Representative, Trades Forepersons, and Contractor(s), to ensure the project scope, budget, and schedule are achieved.
Manage and administer projects from design phases to construction and post-construction phases such as:
Obtaining quotations and arranging purchases of equipment, furnishings, and materials with long delivery times to be included in the project tendering and retaining Contractor(s) through the Purchasing Department.
Ensuring all necessary bonding, insurance certificates, proof of WorkSafe BC coverage, and hazard assessments are obtained from Contractor(s).
Initiating, organizing, and directing the efforts of the Project Team to meet construction specifications, budget, and schedule.
Coordinating the delivery and installation of furnishings, equipment, data and telephone cabling, hardware, security systems, and building signage.
Coordinating project commissioning.
Ensuring Substantial Performance and Final Occupancy inspections are conducted, and necessary approvals, certificates, and permits are obtained.
Negotiating and resolving any outstanding claims and issues with contractors and consultants.
Receiving, reviewing, and filing record drawings, operation & maintenance manuals, and other project wrap-up documentation.
Administering and managing the enforcement of warranties provided by the Contractor(s) and Suppliers.
Assist the Project Manager in the implementation of Major Capital projects such as:
Liaise with Facilities Services Division and Learning & Business Technologies trades and technical staff during construction to ensure coordination with the construction manager's work for any in-house tasks.
Receive record documents, ensure completeness, and electronically file and submit hard and soft copies to the Facilities Services Building Technologist for filing.
Submit updated fire safety plans and hazardous materials inventory for the project building to the Health, Safety & Emergency Preparedness Department.
Perform other assigned work.
Perform other duties as required by statute and as assigned from time to time by the Project Manager and/or Director, Richmond Project Team. Act as Project Manager in their absence.
Arrange, attend, and participate in committee meetings as necessary. Develop positive working relationships with managers within the Richmond Project Team and Facilities Services Division, other District managers and administrators, and employee groups.
Required Qualifications
Professional Certifications & Education
Certification as an Applied Science Technologist or equivalent academic qualification.
Specialized training and accreditation in project and/or construction management, as well as financial systems and computer applications, would be advantageous.
Experience
Minimum of three (3) years of progressive experience in project coordination and construction, involving projects of varying size and complexity, including estimating, scheduling, coordination, cost control and reporting, conflict resolution, design review, take-offs, computerized financial accounting and scheduling systems, and customer service.
Broad understanding of construction, trades work, and building systems operations and maintenance requirements.
Good working knowledge of the BC Building Code, WorkSafe BC Regulations, and customer relations techniques.
Preference may be given to an applicant advancing towards First Aid Training OFA-2.
Must possess a valid BC Driver's License.
