Responsibilities
PRIMARY PURPOSE
Provides expert advice and services on project management functions, including proactive risk management, quality assurance, business case development, project cost estimation, and scheduling and reporting for all Infrastructure and Engineering projects. Supervises the management of project documentation, project database and standards within the division. Develops and maintains policies and procedures, standards and guidelines, tools and techniques, metrics and measurements for consistent and successful project delivery.
KEY ACCOUNTABILITIES
Oversees the delivery of risk management support services to management and project managers for all Infrastructure and Engineering projects, including risk identification, assessment, and analysis. Develops and maintains policies and procedures, standards and guidelines, tools and techniques, metrics and measurements related to project risk management and quality assurance for all enterprise infrastructure and engineering projects to guide the success and consistent project delivery. Supports and advises management and project managers to register, prioritize, monitor, proactively control and mitigate project risks according to defined policies, procedures, standards and guidelines.
Supports the delivery of quality assurance support services to management and project managers for all Infrastructure and Engineering projects, including quality planning, quality control, quality assurance, and quality improvement. Supports and advises management and project managers to define, review and achieve the project quality.
Manages and maintains all the documentation and database on risk management and quality management for all the projects within the division. Manages and maintains a master schedule of risk management and quality management to report and communicate to the management and project managers on the progress of project to ensure consistent and successful delivery. Reports and presents to the management and leadership team on overall projects risks and quality reviews for all the projects within the division.
Develops and maintains policies, procedures and guidelines on project scheduling and resourcing to plan and monitor the project progress and resource allocations for all infrastructure and engineering projects. Creates and maintains a master schedule and an integrated master resource plan for all Infrastructure and Engineering projects to support the project delivery, tracking key project milestones and deliverables and adjusting project plans, schedules and resource allocations. Collaborates with delivery managers, project managers, and business managers in gathering scheduling and resource data to support schedule and plan updates. Shares updated schedules and resource plans with peers and stakeholders. Ensures that the master schedule and integrated resource plans are used effectively by delivery managers and project managers to optimize resource scheduling and deployment. Alerts management and senior management both within the division and external to the division of resourcing risks and issues.
Develops policies, procedures and standards for project reporting and establishes a standard project reporting system, including metrics, measurements and techniques, in order to support, monitor and evaluate the design and delivery of all the projects within the division, in consultation with the senior management team and project delivery department.
Leads development of regular and ad hoc reports and dashboards relating to Infrastructure and Engineering project and project portfolio activity. Analyzes the project progress and performance according to the defined standards and measurements, highlighting critical issues for senior leaders. Develops customized reporting according to the requirements of different projects and project portfolios. Implements reporting process changes as directed by management.
Supports and advises management and project managers on project scheduling, resource planning activities, and project reports. Assists and advises in the preparation of project phase/gate reviews including reports, dashboards, PowerPoints, documents etc. Provides support on the reporting requests for the internal and external audits.
Provides centralized training and expert advice to project managers on the policies, procedures, standards, techniques, guidelines and best practices on proactive risk and quality management, project scheduling, resource planning and project reporting
Supervises the management of project documentation, project database and standards within the division.
Provides day-to-day oversight, coaching, guidance and technical advice to reporting employees. Collaborates with the Manager on performance management of employees; and takes the lead on recruitment/selection and performance management processes.
Qualifications
EDUCATION AND EXPERIENCE:
Completion of University degree in Engineering and/or Business and PMP certification. Requires 5 years of previous experience in project management.
OTHER REQUIREMENTS:
Solid knowledge of the principles, theories, concepts and practices of project management and project reporting.
Advanced analytical thinking and problem solving skills, to resolve critical and high impact issues.
Advanced verbal and written communication skills.
Solid time management skills to balance and coordinate effort across multiple, concurrent activities.
Solid interpersonal skills to build and maintain relationships with multiple internal and external stakeholders.
Solid technical skills in business and project management computer applications and databases.
Other Information
The Rail Expansion Program (Program) consists of a number of major rail fleet, infrastructure and systems projects included in the Mayors’ 10-Year Plan. The Program represents a significant amount of capital investment in Metro Vancouver’s SkyTrain network, including TransLink’s support to the Province on the concurrent delivery of the Broadway Subway Project (BSP) and the Surrey Langley SkyTrain (SLS). To ensure the successful delivery of these complex and inter-related projects, the Rail Expansion Office (REXO) was established to guide program execution across the enterprise.
This Senior Specialist role will focus on providing schedule management and program controls support to Program Manager as well as the program scheduling manager. The main responsibilities are including, but not limited to: schedule development, schedule control and maintenance, schedule risk analysis, time-impact analysis, progress reporting, regular updates to the program Integrated Master Schedule (IMS) and the Rail Expansion program monthly report, participating as a key contributor in the meetings and workshops related to schedule development and program controls, supporting the development and implementation of Schedule Management Plan, provide support to project managers and coordinators with accessing to Oracle Primavera Cloud (OPC), engaging with internal and external stakeholders on a regular basis.
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
Salary $85,603 - $107,003 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
