Main Purpose and Function
The Project Coordinator (DDC Controls and Building Automation) assists with the development and delivery of the operations and maintenance, repairs, and capital maintenance programs and projects related to DDC controls and building automation systems to a large and diverse inventory of civic buildings. The position performs technical and administrative tasks required to operate, maintain, monitor, configure, expand and extend Building Automation Systems (BAS), Direct Digital Control (DDC) and Energy Management Systems (EMS) which control the heating, ventilation and air conditioning (HVAC) and lighting systems at various City facilities. This includes active troubleshooting of control system performance, procuring and managing specialist contractors for the repair, renewal, expansion of control systems as well as maintaining and accurate asset registry and asset renewal plan.
Additionally, the position is responsible for providing expert-level Building Automation System technical knowledge to projects and system/business owners who are designing new Building Automation Systems and configuring existing systems to increase energy and operational efficiency. This includes the creation of City-wide control system architecture designs and planning that is required to meet system capacity, operational and failure recovery needs, and reviewing, developing and optimizing standard operating sequencing for equipment to meet operational needs and performance requirements.
Specific Duties and Responsibilities
Project Management
Assists with the development of the Capital Maintenance Program by conducting detailed building condition audits and validating projects related to DDC controls and building automation systems.
Liaises and engages with project stakeholders to define the project, develop a project schedule and budget, coordinate design reviews and inputs and provide regular updates throughout the project lifecycle (design, construction, commissioning and handover).
Prepares Request for Proposals and Invitation to Tenders that includes the project scope, schedule and performance requirements in order to meet project objectives and requirements.
Oversees consultants’ and contractors’ performance and deliverables, payments, project change negotiations (budget, schedule, quality), and includes periodic audits of designs and construction to ensure compliance with contract requirements
Maintains formal project/contract records throughout the project lifecycle in compliance with Corporate records management policies
Writes detailed reports on assignments as required.
Ensures for the provision of adequate supervision on the project.
Performs related work and other duties as assigned.
Program Technical Operations
Provides technical oversight and participates in the implementation of the operations and maintenance program for the DDC and building automation control systems
Identifies and implements program changes to yield improved energy and operational performance as part of both BC Hydro Continuing Optimization Program projects as well as internal optimization projects
Provides support and guidance to maintenance operations staff to address any system issues
Investigates and resolves complex DDC technical issues
Assists in the commissioning of new systems
Advises system owners on approach to implement appropriate technological, energy efficiency, and operational configurations
Monitors and analyzes system performance from an enterprise system level, and system configuration backup tests
Installs, configures, and applies system management and productivity tools to manage system performance
Administers enterprise Advanced Operator Workstation (B-AWS) server software to ensure it is up to date and configured for efficient operation
Plans develops and coordinates technical training workshops to educate building operations staff on DDC systems operation, common system issues, troubleshooting techniques, system policies and procedures
Research, Analysis and Strategy
Creates control standards and trains staff to achieve current City of Vancouver design targets (e.g. LEED, Passive House, Greenest City Strategy etc.), OH&S regulations and energy cost avoidance while ensuring user comfort and functionality.
Designs, creates, implements and enforces technical guideline documents, control processes and procedures
Recommends software or hardware acquisitions to increase system efficiency
Performs overall hardware age and reliability analysis in order to make recommendations and inform capital replacement budget planning
Evaluates new products, identifying and recommending new standards, methods, and products to enhance efficiency
Researches broad and complex technology subject areas, along with deeper knowledge of automation solution integration points
Other duties as assigned
Qualifications
Education and Experience:
Diploma in Mechanical or Electrical Engineering Technology or Building Technology or equivalent specialization from an accredited Technical School including, or a BC Certificate of Qualification (Electrical, Instrumentation or HVAC), supplemented by courses in project management plus related experience in Building Automation Systems, HVAC, electrical concepts and building operations ; or an equivalent combination of training and experience.
BCIT Building Controls and Energy Management (BCEM) would be an asset.
Certified Energy Manager Certification would be an asset.
Knowledge, Skills and Abilities:
Thorough knowledge of project lifecycle, project management methodologies and project delivery processes including construction practices, sequencing, materials and costing information applicable to the work performed
Thorough knowledge of DDC/ Mechanical service troubleshooting, control theory and concepts
Thorough knowledge of the current technologies, practices, characteristics, capabilities, and integration of Building Automation Systems
Thorough knowledge of system integration between vendor products (Delta Controls and Reliable Controls) across technical platforms
Considerable knowledge of system networking protocols, hardware, and software interfaces
Knowledge with various methodologies, innovations, best practices and regulatory requirements of WSBC, WHMIS, IAQ, and ASHRAE 90.1 Energy Standard for Buildings Except Low-Rise Residential Buildings, ASHRAE 36-2021 – High Performance Sequence of Operations for HVAC Systems
Skilled in GCL & Control Basic programming, control system commissioning, and control system graphic design
Considerable knowledge of the principals of building systems design and operations, and considerable knowledge of architectural and engineering practices applicable to the work performed.
Working knowledge of the City of Vancouver’s building permit process, Provincial Regulations’ permit process, City of Vancouver’s environmental, risk management, safety and sustainability policies, procedures and practices.
Sound knowledge of public procurement procedures and contract administration.
Working knowledge of MS Office (Outlook, Word, Excel and Project), Adobe Acrobat, BlueBeam, SAP and AutoCAD.
Strong interpersonal and written skills to foster effective relationships with client groups illustrated by demonstrated ability to chair meetings, produce clear and concise written reports and presentations to both technical and non technical staff, dealing tactfully with conflict resolution and maintaining cooperative relationships
Ability to prepare project plans (estimates, schedules, scope),
Ability to read, analyze, assess and interpret technical drawings, specifications, contracts and other construction/ design documents for suitability of layout, accuracy, economy and by-law conformity.
Ability to make recommendations on business process and technology roadmaps
Ability to monitor the performance of the hardware and software, identify problems, and formulate solutions this includes the ability to customize, test, and install new and complex releases of, or enhancements to, operating systems, software and hardware firmware, and ability to evaluate and make recommendations on hardware and software acquisitions
Ability to work independently and exercise sound judgement and decision making
Ability to multitask and to be adaptive and flexible in a fast-paced with constantly changing priorities
Ability to work safely on construction sites including climbing up to the roof.
A current and valid BC Driver's License is required. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
